As for howling: no.
NPC wolves: sometimes they move, sometimes they don't depending on the map and the mission.

The current estimated release date is upcoming Wednesday, though just remember that this is just an estimation so it may not be out by then. Here is a quote from Dave regarding it;

Dave said it should be coming out this Wednesday. However this could be pushed back farther.

I just checked this in 2.5 -- you can already change the time of day during the 'find a den' mission. That is still possible in 2.7.

In case SolitaryHowl and Kipacha28's blooper didn't give that one away, yes: pups will have random genders.

Sorry if this has already been asked but will the pups be able to have different pelts too? (Depending on what pelt color your mate and you are)

If you're referring to the glitch that causes all your pups to be brown that is being fixed too, so your pups will all have different colours based on you and your mates coats. Not sure if there will be new puppy colours added to go with the new coats.

It almost looks as if they have shades now in the the screenshots instead of the standard colors.
