The off-site link box is also gone, so that's apart of the problem if you try to upload an avatar via URL box instead in the absence of the off-site box because it won't work.

@ JayMist - it's another way to use/add avatars, basically. I noticed my avatar disappear before I even joined this anniversary usergroup, though.

I get an error message when trying to use it (for me there is actually a smaller message that appears on top regarding phpbb/debug/etc.) so I don't think you can. From what I've read, where it says open_basedir restriction in effect means there is a restriction and you'd have to contact your host to disable it. So for now, stick to uploading avatars via link-off-site box (when it returns) or uploading a file via your computer when able.

Again, not sure if the link-offsite box disappearing is due to the usergroup being added or used, so I'll go ahead and remove myself from this anniversary usergroup/rank and whatnot and see if it returns.

EDIT: Removed myself from the usergroup and returned to registered users as my default, but the link-off-site box is still gone. So this is a global issue that doesn't seem to be affected by what usergroup you are in. When Cana was working in the ACP she may have done something (or if the team was working on getting the avatar gallery up - that could be an explanation) that caused it to go away. It's done this before if I remember correctly, though the "Avatar type is disallowed" error message is new.
