To have pups, you first need to find a mate in Amethyst Mountain. Once you have a mate, you should save your game and move on to Slough Creek. After you find and choose a den in Slough Creek then mark and defend your territory, you will finally be ready to have pups. Once you have pups, make sure you save the game frequently because just like for real wolves, if you lose a pup to starvation or a predator, it's gone!
