Bug or intentional?

I had four pups outside when an eagle attack began. When I ordered them to go inside, two did so but the other two both seemingly started panicking. While trying to track the eagle's movements, after a very little period of time I realized that the two panicking pups had apparently already gone inside the den of their own volition without any further prompting. My first thought was that this was a glitch, since I figured that pups would generally always stay outside when they began panicking until the eagle was gone, and I couldn't find anything to suggest otherwise, but I wanted to check - does anyone know if this is a bug or intended behavior?

this was an intentional change in a semi-recent patch to make the eagle attacks more risky!

Oh no, I know that pups panicking during attacks is intentional. I wanted to know if them going inside the den while they are in the panicked state is intentional or not.

Curious... did your wolf have the "Elder Authority" age perk by any chance?
