Ban Parrot?

So, I've seen Ban Parrot around my deep searches of the WQ forums and archives (I'm nosy XD). What exactly is Ban Parrot? A bot? A person? I'm kinda confused.

Ban Parrot is a joke account which stems from the mods of the time and WQ Coordinator. It rarely posts, and is otherwise harmless and does nothing. Its purpose is to be the mod team's pet who "eats" banned accounts.

We need more ban parrot. And apparently, ban parrot has posted way more than 11 times (87 in fact).
